In plain terms, the statute says
A landlord who fails to provide the written list of damages within thirty days forfeits all rights to withhold any portion of the sums held in escrow, and a landlord who does not pay over what is owed is liable in assumpsit for double the amount by which the escrowed sum, including unpaid interest, exceeds the actual damages to the premises — neither consequence requires a finding of bad faith or wilfulness. A tenant who fails to give the landlord his new address in writing on termination of the lease or on surrender and acceptance of the premises relieves the landlord of any liability under this section.
